The south african government is not providing enough welfare or subsidies to the poor and underprivileged

It really depend, according to which standard you're basing it upon.

If you're basing it on Developed country standard than it's true. Currently the south African still has not provided enough welfare for the poor and underprivileged. A lot of their people still has not got their healthcare , a lot of infrastructure are not well taken care of, etc. But we have to remember that South Africa is still a developing country , and there are some countries which condition are way worse than the south African.
