Dickens used pathetic fallacy and setting to present Scrooge's character by making Scrooge an antagonist of one of the most important occasions especially for Christians - Christmas celebrations. His negative thinking toward the event raises people's emotion against him. The setting also helps in terms of representing the Christmas feel of the season being incorporated to the story.
