The governments can use extraoridinary power in times of emergencies, for example some governments in Europe now are considering it due to the high numbers of refugees. But those measures can only concern the relevant field (they are limited by necessity) and cannot be made permanent: can be used only when it is absolutely necessary and must be given up when the emergency is over
