This is false:
There are two reasons for this:
1) typically, a command economy does not support modernisation so it would not be a good strategy to adopt it -rather, the command economies have more often lagged behind the market economies in terms of modernisation

2) India is not a command market. It's a mixed market, but only very few aspects of its economy are controlled.
