Poll taxes were a tax placed upon voters before they could vote. It was an unfair practice because if one person was poor they could not vote. This meant that more then half of the eligible voting population could not vote. Therefore the needs and wants of poor America were not heard during the time period of poll tax.

they had poll taxes to try to prevent blacks from voting but this also prevented the poor white farmers from voting. therefore it was abolished.
