During the U.S. Civil War, why did the Border States (Kentucky, Delaware, West Virginia, Missouri, Tennessee) stay loyal to the Union, even though they were slave states?

These states were known as the board states and they close to the nation's capitol. Lincoln was president during this time and was known for jailing officials in these states. That had the power to decide whether or not the state would join the union or the confederacy.
