The Ninth Amendment addressess Madison's concern that unenumerated rights must be protected. This amendment was created in order to take into account those rights that weren't explicitly listed anywhere, but which should be protected and respected either way. Today, this amendment is used to prevent organizations and "rulers" from extending their powers outside the Constitution.
