The Fourteenth Amendment is a Constitutional guarantee of basic citizenship for all Americans, including African Americans. The reason to include this clause was a response to black codes and a neo-slavery system created for southern representatives, and to remove all doubts about the legality of the new Civil Rights Act, which was passed in Congress in 1866 and ratified on July 28, 1868.
