True. Drug use applies to both legal and illegal drugs. I would say drug use has a negative connotation however. Drug use to me is using illegal drugs or abusing prescription of OTC drugs. I do not think that using a prescription as directed is necessarily "drug use" although it can be argued that it is since you are in fact using drugs.
