There is little vertical air movement in the stratosphere,mesosphere,exosphere, ortroposphere because of the cold, heavy air at the bottom of the layer.

The correct answer for this question is this one: "mesosphere." There is little vertical air movement in the mesosphere because of the cold, heavy air at the bottom of the layer. Mesosphere is the layer of the Earth's atmosphere that is directly above the stratopause and directly below the mesopause.
