I believe that the answer is metaphor. (Comparing two things not using like or as.) However, it could be personification. ( Giving human characteristics to something nonhuman.)

It is personification.

The flowers were given the human characteristic of breathing and being stifling. There is no comparison made because the air is simply described as sweet.

Stifling is associated with breathing because it means suffocating or stop breathing. When you stifle, it means you hold your breath.
