It made people doubt government. During this period people questioned the government after witnessing the atrocities being committed in Vietnam that led to opposition to the war ending with the defeat of the South at the hands of the North. The Watergate scandal also added to that skepticism as Nixon was forced to resign due to the scandal that followed.
