If it takes 8 times to get 2 liters of water then....
1 liter = 1000 milliliters
2 liters = 2000 milliliters
250 x 8 = 2000 milliters = 2 liters
Therefore, the amount water in milliliters that the measuring cup can hold is 250 milliters.
