The correct answer is letter C. two-thirds.
When ratifying a formal amendment to the constitution, the ratifying bodies must get the support of at least two-thirds of the ratifying bodies. These two-thirds is equivalent to around 60%.

it was written on the united states constitution Article 2, Section 2, that the ratifying bodies must get the support of at least 2/3 of its members
