How did president hover respond to the onset on the great depression? How did his policies change over time?

At first, Hoover tried to implement aid for workers, strove for harmony among laborers and created agencies to solve the problem. He also urged business and government to establish stable prices. All of his approaches were indirect. This was enough and when he considered government intervention it was too late.
