It's 28500! It's 28500 because the 5 is in the hundreds place and so then you'd look to the 3 because it's right next to the 5 and if it's 4 or less then you leave the 5 a 5 and if it's 5 or more then you'd make the 5 a 6. Hopefully you understand!
