The answer is B. Canada was anti-slavery and very pro-Union, and the South's navy was incredible feeble compared to the industrial North, while taking control of the Mississippi River ignores the fundamental fact that the North could very easily use the Ohio River and its outlets without reliance on the Mississippi. Rather, the Confederacy had massive cotton exports to Britain and other parts of Europe, and therefore tried to gain their support throughout the war.
