The answer is cod fishing. A moratorium was announced by the Canadian government after the Northern Cod biomass dropped 1% of its previous level. New technology resulted in overfishing while lack of information made it hard for government to determine the cause of the drop and self-interests of the people who used up the cod also became a factor for the ban.
