Quelle huere est il means "what time is it" or quite literally, "what hour is it" to respond, you start your sentence with "il est" meaning "it is"

The French use "huere(s)" instead of o'clock like the english
to say in the morning, the french use "du matin"
to say in the afternoon, the french use "l'apres midi"
to say in the evening, the french use "du soir"

quatre hueres vingt cinq

et quart means "and a quarter" (15 minutes)

et demi means "1/2 past" or "and a half" (30 minutes)

when it is "a quarter til" you use the expression
"moins et quart" (minus a quart) (quarter til)
