President Bush's response was that he signed a $10.4 billion package and ordered 7,200 National Guard troops.

On August 29, 2005 Hurricane Katrina devastated the southern city of New Orleans, along with oil rigs and several refineries. The price of crude skyrocketed. The number of victims rose to more than one million and that of the dead was estimated at more than a hundred. The government of President George W. Bush was unable to implement strategies that incorporated the risk communication o what the hurricane meant in terms of population safety, into its national security programs. President Bush approved $10.5 billion relief package four days passed the hurricane and ordered 7,200 active-duty troops to be deployed to assist the area. Residents were sent to a shelter of last resort without provisions (water, food, sanitary or safety conditions). Residents who remained in New Orleans were left without water, food or shelter there was thirst, exhaustion and incidents of violence.
