B. On the way to the bank, the interest rates went down.

A dangling modifier is one that incorrectly modifies a noun. In this case the participle "on the way to the bank", incorrectly modifies interest rates. It has nothing to do with on the way to the bank. A sentence like "On the way to the bank, I saw that the interest rates went down".
