Non-industrialized countries were ideal for expansionist efforts because

They were better because there was more space (it wasn't already taken by the country industrialising itself), and there was no competition from the country itself, it's like us walking into a tribe nowadays, our technology is extremely superior so we could waltz in if we wanted to, in so if someone expanded from a modern society into a non industrialised country it would be effortless.
