One way that peaceful nations confronted foreign aggressors was the Policy of Appeasement (the acceptance of the loss of some land in the hope that the rest can be saved)

Also there was some resistance (such as in Poland in 1939)

and finally, there was the campaign to win back the land and defeat Germany and its allies which lead to the end of the war.
