A tariff is a trade restriction because tariffs are regulations regarding the import of goods. High tariffs means that things imported have to be taxed more, so that means that those things will be more expensive, and the goal of this is to support domestic products and manufacturers. They are a trade restriction because they are made by the government as a restriction on free importing.
