How did Admiral Chester Nimitz displease the US Congress during World War II?

Some say that Congress was not pleased because he did launch the American fleet against Japan right after the attack on Pearl Harbor. Others say that rather take the American fleet against to Europe against the Germans, he chose to bring it to fight the Japanese. Still Admiral Nimitz was responsible for several victories at sea against Japan that led to the end of World War II.

The correct option for above statement is:

B: He refused to take the US fleet into battle immediately after Japan attacked Pearl Harbor.

Step-by-step explanation:

On this date, Fleet Admiral Chester W. Nimitz, administration of Allied naval forces in the Pacific during World War II, directed a Joint Meeting of Congress. A little more than a month after the formal Japanese delivery that inferred resentments in World War II, the nation's capital gave Nimitz a hero's hospitality.
