What will happen to the rate of reaction between an enzymatic protein such as reserve gyrase and it’s substrate DNA and nucleotides in the presence of an inhibitor ?

An inhibitor reduces the rate of a reaction by binding itself to the enzyme (note that inhibitors have types). So, the rate of the reaction will decrease. These are also known as allosteric inhibitors.
