Bob is selling floral arrangements. Each arrangement uses 1 vase and 15 tulips. Each vase costs Bob $4.00. Let C be the total cost of the arrangement and t be the cost of 1 tulip. Write an equation, in slope-intercept form, that represents the total cost of each arrangement to Bob. Use this equation to find out what the cost of the arrangement would be if each tulip costs Bob $2.00.

slope-intercept form is y = mx + b

the question is asking what the cost is to Bob. So, y = cost to Bob
Each arrangement has only one vase making it a constant. b = vase

At the moment y = mx + b in terms of this problem is...
the cost to Bob = number of flowers(cost of one flower) + cost of a vase

When plugging in and solving the equation looks like
y = 15(2) + 4
where y = 34
