According to Kyoriku, what does it mean when the subject matter and the combination are excellent but a good haiku cannot be found?

I would say he means that there should be something more to a haiku other than the subject matter and the combination. If there is no emotion in the poem, then the haiku is empty, and he believes that there are still no good haikus to be found.
