The correct answer is Britain wanted the colonies to pay for part of the cost of the French and Indian War.

While the war was on, Britain kept sending troops which had to be taken care off in the new world and it was up to the colonists to provide for them. This is why salutary neglect stopped happening and Britain started asking for more money and being more strict.
