Amnesty International can be considered an Interest Group, also called a special interest group or pressure group.

It is any association of individuals or organizations, usually formally organized, that, on the basis of one or more shared concerns, tries to influence the public.

With the policy in your favor. All interest groups share the desire to affect government policy to benefit themselves or their causes.

This type of unofficial player would be called an interest group. A foreign policy interest group is a group who domestically advocates to change the foreign policy of their government either directly or indirectly.
