How did the inca empire's treatment of conquered peoples differ from that of the aztec empire?

The Incans aggressively controlled their subjugated populations, eliminating local leadership and replacing it with their own, a group of elites. The Aztecs in contrast ruled through a system of city-states and accepted local leaders and groups, as long as they paid tributes, regular submission of goods and services.
