It is used to help people make good decisions and give many rights. It gives certain rights and certain restrictions so people don't get away with bad things.

Law is generally used to solve conflicts by setting limits to what people can do within society and stating how far their freedom goes. To make sure that laws will be followed, the State enforces law with physical power through the use of Law Enforcement Troops. (Police, FBI and so on).
