GENERALLY BIRTH AND DEATH CERTIFICATES ARE NOT REQUIRED FOR FETAL DEATH OCCURRING PRIOR TO WHAT WEEK OF GESTATION?

The answer is 20 weeks. Before that, it is considered a miscarriage of a fetus that is not developed enough to require the birth and death to be certified. however behond that, the fetus is considered stillborn and can even be given a funeral, and his/her birth and death should be registered
