Why has the supreme court repeatedly ruled that flag burning is an acceptable form of political protest?

Government is not permitted to forbid the act or look of an impression [sheltered by the First Amendment] just because the community or society finds it offensive. Flag burning is a continuing argument. There have been two cases: United States v. Eichman & Texas v. Johnson. The cases were upturned. Definite "interest groups" and numerous government officials still contest to forbid flag burning.
