Why did the Soviet Union limit artistic expression

The USSR utilized propaganda, and since it was communism, equality was a basic principle in the government. People could easily express their thoughts through art, and that would create independent thoughts and could lead to the downfall of the Union. Unless the art is really contributing to propaganda, that is.
