It would say this is personification (option B) as the word Ball appears in capital letters not only in this example but also in some other parts of the poem.
It seems that the writer is giving the Ball and, in some cases, Bat entity, the terms are seen as able to "hit" by themselves.

* It can be assonance because the word sound is not repeated if we think in terms of pronunciation Ball -bat mitt do not share the same vowel sound.
