The Townsend plan and implimentation is an example of what is called a Grassroots movement. Grassroots movements are characterized as ordinary people in large numbers standing up and demanding or campaigning for an idea. There are several Gressroots movements over the history of America. Womens Sufferage, Social Sercurity, Civil Rights, are all examples of ordinary people not elected officals gathering to demand a change.
