The Reconstruction Act - White supremacy, or the belief that whites are superior to all other races was commonplace before the Civil War. However, after the war, northern states started to believe that blacks deserved equal rights and protection. However, this was not so in the south. The southern states, through the reconstruction act tried to promote whites and oppress blacks.
