why the Framers created a national judiciary consisting of a Supreme Court and inferior courts to be created by Congress.

Although laws existed in a similar fashion, they were treated differently and each state had their own understanding of them. They fought for the idea that the Congress should create the judiciary because the congress could could then establish how laws are to be interpreted on a federal level for all states the same.
