Why did adams plan to encourage advancements in literature, the arts, and science fail

Congress did not support John Quincy Adams's ambitions to advance the arts and sciences. Congress was mostly made up of Democratic-Republicans  who believed in small government, so they were not willing to fund what Adams was proposing.
