What is the tendency for observers to underestimate the impact of the situation and to overestimate the impact of personal dispositions on another's behavior?

This is the fundamental attribution error. People are typically less likely to see how the situation had more of an effect on the outcome of an action than personal characteristics. The person's actions might have had some effect, but they are typically much less than people are willing to give them credit for.
