Totalitarianism was first developed in the 1920s by both Weimar jurist and later Nazi academic Carl Schmitt and concurrently the Italian fascists. Italian Fascist Benito Mussolini proclaimed: "Everything within the state, nothing outside the state, nothing against the state."
