The National Defense Act of 1916 was signed in by Woodrow Wilson on June 3, 1916 to create new military programs such as the Junior Reserve Officers Training Corps and make larger numbers of national guard while preparing troops for war. It was signed in as a tool to help recruit more soldiers in a time of crisis, WWI.
