We need to be thorough, increase the magnitude of the mandates and work within a certain time constraint in order to adress the "missing Missing" We need to do all of this because people who included in this group usually are the invisible part of society that go unnoticed by most people, and they're most likely to be involved in situation that could cost them their life if they went missing
