How does the cabinet differ from the executive office of the president?

The cabinet is an advisory body made up of 15 exec. departs. (not including the VP). They're responsible for carrying out laws, administering programs, and making regulations in their area of responsibility.
-The Executive Office of the President consists of a number of separate offices that help the President formulate policy.
