What is the difference between the decision to go out of business and the decision to shut down?

To shut down a business is not something that lasts forever while to go out of business is something that is permanent

Shutting down doesn't mean permanently, just for a period of time until they can charge a price that will be greater than ATC, going out of business means closing down for good.
