President George W. Bush recognized the independence of Kosovo on February 19, 2008. By doing this, he was exercising the power of the president, as the Chief Diplomat, to formally recognize foreign governments of the United States. As the Chief Diplomat, the president can also make treaties and appoint ambassadors to other nations.
