The percent of ethylene glycol in de-icing fluid is positively related to water's freezing point. That is, if the percentage of ethylene glycol is increased, then that will raise the freezing point of the water. This is the case because ethylene glycol intefere's with water's ability to form crystals necessary for freezing.
