Lincoln did to get around the opposition is he pocket-vetoed the bill, by refusing to sign it until Congress went on recess.
Abraham Lincoln announced the Reconstruction Plan in December 1863, he declared that as soon as any seceded state formed accepted presidential decisions on the subject of slavery.
