It is not true that environmental impact statements are managed by Congress. While the Congress does have the power to order that an environmental impact statement be performed, independent agencies exist which are charged with producing them. At the Federal Level this is most commonly the Environment Protection Agency, but other agencies produce such statements from time t time.
